But EU governments are deeply divided over the plan - which requires approval by more than 50% of member states. The quantity of shoes imported from China and Vietnam has risen dramatically over the past five years. In 2005, 1.25 billion pairs were brought into the EU from China, and 265 million pairs from Vietnam. Low manufacturing costs in both countries mean that such imports are very cheap, and attractive to retailers. 'Dumping' But some European manufacturers are crying foul. If we tolerate dumping, we send the signal that Europe tolerates unfair competition and unfair trade EU trade spokesman They claim that their rivals in China and Vietnam receive government subsidies, enabling them to sell shoes abroad for less than the cost of making them - a process known as dumping. The European Commission agrees. After a lengthy investigation, it announced earlier this year that there was "compelling evidence of serious state intervention in the leather footwear sector in China and Vietnam". In April, it introduced emergency tariffs on leather shoes, to protect European businesses from the effects of unfair competition. Those measures are due to expire in early October. The commission wants to replace them with a more formal system, under which imports from China would attract tariffs of 16.5% and imports from Vietnam, 10%. These duties would remain in place for up to five years. 'Unfair competition' A spokesman for EU Trade Commissioner Peter Mandelson said the proposals were fully justified. It's quite clearly protectionism Conservative MEP Syed Kamall "If we tolerate dumping, we send the signal that Europe tolerates unfair competition and unfair trade," he said. "Anti-dumping measures will not save uncompetitive producers - but they will create a market in which comparative advantage is exercised fairly." The move has strong support from countries such as Italy, Spain, Poland and Portugal, which are anxious to protect their own shoe producers. "The damage caused by the dumping of shoes from China and Vietnam is very serious," one Italian official told the BBC. "In 2005, thousands of small companies closed down, and many more in the years before that. "Many of these companies are family businesses with only three or four employees. "We are not acting in a protectionist manner, and we are not trying to prevent imports of Chinese shoes. But free trade must be accompanied by fair trade." 'Protectionism' But others insist the proposals are nothing short of protectionism, among them Syed Kamall, a UK Conservative member of the European Parliament. "It's quite clearly protectionism," he said. "And who does protectionism hurt but consumers? Consumers are going to have to pay more for their shoes." Retailers' lobbies also take a dim view of the proposals, and have urged EU ministers to reject them. And the plan does face strong opposition. Countries such as the UK, Germany and the Nordic states believe that the proposals are too harsh, and represent an unwelcome barrier to trade. In an informal vote earlier this month, 14 member states said they would not back the proposals. If the same thing happens when formal talks take place later this month, the plan will be rejected. Commission officials concede that the plan may collapse. But they insist that they had no choice but to bring forward proposals - because their own investigations had found evidence that dumping was taking place. And they point out that member states which refuse to back the scheme could in theory be called on to justify their decisions in court. For many observers, this case is about a great deal more than simple tariffs on a few 100 million pairs of shoes. luckily i didnt stay for timed prac.i would have missed out on alot.right jo?so we went to the interchange as usual.waited for elea to catch up with us cos she decided not to take timed prac eventually.so much for the deciding during class =p then at the interchange jo and i were queuing for 72.and then there's this 70+ old man in blue shirt and jeans in front of us.so happens he was standing with one foot in the 72 line and one in the 76 line.so jo was saying ' wa he wants to stand in both lines'. and then he turns and looks at us. but nothing happens so we continue to talk.then suddenly he turns and asks old man: 'are u all from ite? or nanyang poly?' (i almost fainted) us: 'we're from jc' old man: 'jc english should be better right? u all have gp...' (i forgot what he said) then maybe he should go and be the person promoting the speak good english campaign.wont he make a superb promoter? jo and i were practically dying away and we were wondering why the #$)*$&#$^*#!#$ didnt the bus come faster.and he kept on going and going and going.i taped a 5 min excerpt of his 'speech'.and it wasnt long enough to last the whole thing. and then suddenly jo kinda hit me on the arm and.. i see chao yuan ! wow.and he's got no sch cos his prelim is next wk.i was just thinking if not for that old man jo and i would have been talking to chao yuan instead.hmmph. so i guess things do happen unexpectedly once in a while.

ok it's the last thurs of the last normal wk.and there's 3 wks left to the prelims ! i cant make myself feel the urgency yet. i havent sat down and started studying ! ohno. oh help me ! oh yes i stayed in sch till 630pm for econs extra lesson.and garb got me and sze so stunned when he said he prefers maggie quek to yiaky cos yiaky is impatient with him.i mean.that's not surprising rite.who wouldnt? and i was so full i almost couldnt eat dinner.pizza (thanks j1s !) and my ham and cheese bread from the morning. somehow i dont think dec would ever touch any of that =\ the pig.we saw him scurrying away from the canteen today during lunch.my thoughts are that he's just running away from the lure of the canteen food which would make him eat more 'unseen carbohydrates'.wow ! ive learnt the aq skills ! eliz shared a cookie at Tuesday, August 15, 2006

gosh.it's the last wk of normal sch in aj.ok this means the end is nearing.lyk reallie reallie near. prelims in less than a month ! as i was telling sze today, i know the prelims are nearing. and the As are drawing closer and closer.and im scared.but i still cant feel the need to study hard.lyk reallie reallie reallie hard.im just so occupied with finishing stuff required for tuts everyday.argh.killme. i dont rmb anythng being that torturous before. and i have a pile of hw waiting to be done.econs case study and mcqs, chem lecture hw, bio transport essay. so on and so forth. and people are just getting more and more irritating. blahs. kinda surprised by the outcome of the bio test we had some time ago.i guess it was just luck.sumthng which i havent had in a long long long longlong time. it's cold today ! had kuey chap for lunch.in the mood for sumthng hot and soupy. Confetti Clusters  Ingredients: 1/2 cup HERSHEY'S Premier White Chips 1 teaspoon shortening(do not use butter, margarine, spread or oil) 2/3 cup lightly salted peanuts 1 cup HERSHEY'S KISSABLES Brand Chocolate Candies Directions: 1. Line cookie sheet with wax paper. 2. Place white chips and shortening in medium microwave-safe bowl. Microwave at HIGH (100%) 30 seconds; stir. If necessary, microwave at HIGH an additional 15 seconds at a time, stirring after each heating, until chips are melted and mixture is smooth when stirred. 3. Set aside 2 tablespoons candies for garnish. Stir remaining candies and peanuts into white chip mixture. 4. Drop by rounded teaspoons onto prepared cookie sheet. (Mixture may also be dropped into small paper candy cups.) Garnish with remaining candies.* Cool until set. Store in cool, dry place. Anyway, we went to eat dessert at Azabu Sabo. So I ended up taking in a lot of carbs without noticing. Aghr. So I ended up eating a lot of things in the holiday without exercising, and I think I gained like... 3 kilos? This is really terrible. But thankfully, I have been cutting down on what I eat in these 2 days, my weight had fallen. Plus there's dragon boating tomorrow. I had to give my dear chocolate elcaires a miss, but it's a good thing since I have gained so much weight lately.It's really a great relief for me. and also Coming online everyday isn't really good for your Vitamin R (results). I have got the taste of my own medicine today (or rather last Friday). 1/20 for my trigonometry test and 5.5/20 for my vectors test. national day eve !celebrations in the morning was the usual. boring? and somewhat lame.but we spotted more guys that well can fall into a certain category.lyk one with the broken wrist action.two things i can rmb bout the mascot competition: ' his hair is spikey cos it represents the esplanade' and 'the aj pe shirt is tied behind to show that aj will always be behind singapore' LOL ! then we rushed off to kbox. and it was reallie hilarious. kbox lunch from 11-2pm. and the food was awful.nothing lyk what u see in the promo pictures.that's just to trick innocent little kids (lyk us).we all ordered chicken and it came with rice,mango pudding,some prawn cocktail (mine only had half a prawn), and 2 octopuses (which were so chewy and unseasoned). oh well.at least it was edible. oh and ice lemon tea. which jo kept spilling.haha. and then at 145pm the bill came in.and the total for the 5 of us was $55+.which meant that it was $9+++. but then rmb my post ytd night? if we book one day in advance it's only $7+++. so we decided to check with the little helper.and he said he would consult the manager.and he came a while later.and we were trying to tell him. us ( or mostly sze): 'on the website u put that if we book one day in advance it's only $7+++' manager: 'but for the cine outlet we have not started the promotion yet' us: ' but u did not specify when it will start. u only put the end which is 31aug' manager (at his wit's end): 'ok i shall go check' then we continued singing wayyyyyyy past 2pm. mebbe till 245pm when the bill came. manager: 'the promotion is not on yet but i am making an exception and giving u all the discount' so we each paid $11 since we treated sze. and then we waited and sang for another 45 mins till 330 pm !! then the machine went off by itself. so we went out and asked the the receipt.then we left. so we sang from 11pm to 330pm ! conclusion: always argue with the manager ! then we went to take neoprints. and we leant how to make the shiny shiny thing ! YAY. and rushed off to wheelock to try my papillo !  florida ! it's love at first sight. and im a size 37 =) and then i rushed home. to quickly bathe before going to the temple. and my hair got all smoky and everythng. and off to the esplanade area to watch the fireworks ! first we went to lau pa sat for dinner and we walked from the esplanade all the way.im dead tired now. the fireworks were nice ! i love the shimmering type and those which fall lyk stars. ahhhhhhhhhh.but it was hot, crowded and i couldnt see (cos im short). and the whole thing lasted only 11mins ! ok i guess it's a one time experience. and now im dead tired !! and i just bathed again. eliz shared a cookie at Monday, August 07, 2006

HEY SZE ERN  with love from all of us =) another wkend gone ! and i finally watched pirates !! i guess there wasnt much of a plot.but it was hilarious at some points nonetheless.cept everythng just became quite muddled after awhilw cos of the weak storyline. i think the fruits part was damn funny !
